Safety

Safety

Statement of Commitment to Child Safety
Our Service, educators and staff are committed to safety and wellbeing of all children and young people. We understand our responsibilities and statutory duty of care to comply with both the Victorian Child Safe Standards and the Reportable Conduct Scheme to build our capacity as a Service to prevent and respond to allegations of child abuse.

Our Service is committed to implementing our Child Safety and Wellbeing Policy and Child Safe Environment Policy based on Child Safe Standards in Victoria (2022), which accentuates our zero tolerance for child abuse and raises awareness about the importance of child safety in our Service and the community.

We adhere to our comprehensive Child Protection Policy, standing by our mandatory reporting responsibilities to protect children from physical, sexual, emotional and psychological abuse and neglect. Our reporting mechanisms are clear, accessible, and designed to protect the privacy and well-being of all parties involved.

We are committed to ongoing professional development for employees to maintain their ability to distinguish and respond to situations of abuse and neglect, ensuring employees are responsive to their responsibilities in keeping children safe.

We ensure all staff, volunteers and students engaged at our Service are suitable to come into contact with children and young people through rigorous employment procedures and Working with Children Checks.

We work in collaboration with the United Nations Convention on the Rights of the Child and have confidence in educating children about their right to be safe.

We believe in listening to and empowering children to express their view and thoughts on matters that directly affect them and raise any concerns regarding their safety or safety of others.

We are committed to maintaining a physically safe environment for children by ensuring all current staff and new recruits have a thorough understanding of our Services Model Code for the use of phones, and vaping in and around the children’s environment.

We conduct regular risk assessments, inspections and conduct evaluations and audits to identify and address potential hazards.

We believe children have the right to develop a strong sense of identity by providing an inclusive, safe and supportive atmosphere where children build confidence, self-worth, and social skills through interactions and play.

We value diversity and cultivate empathy, respect, and care in all children, including Aboriginal children and those from diverse backgrounds whether cultural, linguistic, disabled, or encompassing gender identities.

We encourage children to recognise stereotypes and diversities, gain a deeper grasp of cultural identity and learn about their rights and responsibilities as engaged citizens through connections with local communities.

Our commitment to child safety is embedded in every aspect of our Service and is reflected in our philosophy, policies, practices, and interactions.

We value feedback, children’s voice and communication with families and the community to assist with input towards the reviews of our policies and procedures, ensuring continuous improvement in child safe practices.

The Service policies and procedures are developed with the children’s voice to help keep all children safe from harm and abuse.

Kindergarten/Preschool Programs

Kindergarten/Preschool Programs

The Victorian Government is funding 3 and 4 yr old Kinder Program at our service to provide the children in our care with the opportunity for a best chance and start to life.

What I need to know about Kinder
When it comes to making decisions about your child’s early education and care, there can be a lot to consider. We understand you want what’s best for your child and family, and to be sure about your choices. The Victorian Government is making it easier for you to find kindergarten programs that are funded and approved by the government. That’s why we’re introducing the Kinder Tick.

When you see the Kinder Tick, you can be confident:
- The program will be led by a qualified teacher
- Children will benefit from play-based learning
- The kindergarten program is funded and approved by the Victorian Government
- The program complies with government guidelines and the National Quality Framework
How much of my kindergarten fees are government funded?
The amount in kindergarten fees that each family pays can vary based on your location, the type of early childhood education service and existing government subsidies. It’s best to speak to your service directly about your fees, including any subsidies your family may be eligible for.

Framework:
This is the same in both long day care and standalone kindergarten services. No matter where your child attends a kindergarten program, they’ll be learning through play with an early childhood teacher. Research shows that play-based learning is the best way to help young children learn, develop well and prepare to thrive at school.

When can my child attend Four-Year-Old Kindergarten?
Four-Year-Old Kindergarten, delivered in the year before a child goes to school, is 15 hours a week of play-based learning that is available to families.

When can my child attend Three-Year-Old Kindergarten?
In Victoria, from 2022 children can access an extra year of a funded kindergarten program. Victoria is the only state or territory in the nation to introduce this reform — it’s part of an almost $5 billion investment over 10 years.
This means once a child turns three years old, they can access government-subsidised kindergarten programs.
So, when your child is two years old, it is the time to think about enrolling them for the next year.

You can find out more about Three-Year-Old Kindergarten, and where it’s available, here: vic.gov.au/kinder

Why are kinder programs important?
Research shows kinder programs can set up your child to succeed, and that these benefits can last their whole lives.

What the parents say

The staff are exceptional.

Parent

After purchasing a house in another area I had to withdraw my child from care due to distance, a few weeks into our move I called back asking to bring my child back as I wasn’t happy where I had enrolled her and was willing to drive for at least half an hour to re enroll my daughter back.

Parent

From the moment I walked into the service I knew this was it, I was approached with a warm greeting and made to feel very welcome.

Parent

I absolutely love the outdoor space, my son is not wanting to go home with me.

Centre philosophy

Centre philosophy

At Broadmeadows ELC, we believe every child is a capable, curious, and valued individual who deserves to feel safe, respected, and empowered to reach their full potential. Our philosophy guides the way we build relationships, design learning environments, and partner with our families and community.
Children
We recognise children as active participants in their own learning. We value their voice, interests, cultural identity, and abilities. We create environments where children feel a strong sense of belonging, wellbeing, and connection.

We support:
Play as the foundation for learning
Social–emotional growth
Independence and resilience
Exploration, creativity, and problem-solving
Relationships With Families
We believe families are a child’s first and most influential teachers. We partner with families through open communication, trust, and respect. We value diverse family structures, cultures, languages, and beliefs, and we honour each family’s aspirations for their child.

Community Connections

Our service is an important part of our local community. We build meaningful relationships with local organisations, services, and groups to strengthen children’s learning and wellbeing. We acknowledge the role of community in shaping a child’s sense of identity and connection.

Commitment to Aboriginal and Torres Strait Islander Perspectives

Health & nutrition

Health & nutrition

At Broadmeadows Early Learning Centre, the in-house kitchen provides a nutritionally balanced menu prepared on premises each day. The children love the aromas coming from the kitchen, especially the smell of baked goods made fresh daily.

Children are provided with breakfast, morning tea, lunch, afternoon tea and a late fruit snack, using ingredients that are healthy, fresh and from local suppliers. All meals follow a menu supported by Nutrition Australia and are prepared fresh on the premises.

The children’s rooms have fresh fruit bowls available for all children to encourage healthy eating. To increase the nutritional benefits, the centre reduces the amount of white carbohydrates and sugar given to the children. They use a lot of brown rice, wholemeal flour, and homemade vegetable spreads for toast.

The centre follows a progressive approach to meal time to accommodate individual needs of the children. Water is always available and encouraged. All cultural and dietary needs are factored into the meal planning.
