Child Care Industry News
November 11, 2014
Welcome, this week meet Jade Ryan, NSW/ACT Child Care Director of the Year from Tillys Play and Development Centre in Waratah NSW and a new resource which aims to help ECEC providers make sense of employment law.
HR red tape getting ridiculous?
Are you struggling to stay on top of continuous changes to employment law and early childhood education and care legislation?

Child care providers often tell us they are bogged down in red tape and too busy to really get a handle on the never ending legal changes affecting the sector as of late.

In an attempt to help ECEC providers stay on top of everything Randstad, a company which specialises in recruitment and HR, has launched Workpocket an employment resource for the early learning sector which aims to centralise and simplify HR legislation.

According to Randstad, Workpocket, which is updated annually, can be used by companies of all sizes to help them manage constantly evolving HR legislation and effectively recruit and retain talent in an increasingly competitive ECEC market place.

Child care person in the spotlight:
Jade Ryan
This week we introduce you to Jade Ryan, Director of Tillys Play and Development Centre in Waratah NSW. Earlier this year, Jade won the 2014 Director of the Year award for NSW and ACT at the Australian Family Early Education and Care Awards.

What is your name?
My name is Jade Ryan, my Preschoolers like to call me Jadey. I am 28 years old.

Which centre do you work in? How many staff and children are in the centre?
I work for Tillys Play and Development Centre and have recently transferred from our Muswellbrook Centre to our brand new Centre in Waratah. Waratah is a 162 place, 10 room Long Day Care Centre with 43 permanent staff.

What is your professional background and career experience?
I began by completing my Certificate III in Children's Services at TAFE and then went straight into the Diploma. I started working as soon as I completed my Diploma at Kate's Kindy Muswellbrook when it first opened as the Toddler Room Leader. After I had worked full time for a year I enrolled in the Bachelor of Teaching (Birth to 5 Years) at Charles Sturt University via correspondence. I found working in the industry while completing my University studies incredibly beneficial and rewarding as I could physically see what I was learning about and put new information into practice straight away.

RIS consultation document
As mentioned in our article from last week, federal, state and territory governments are offering providers, families and the community an opportunity to have a say on the ongoing Review of the National Partnership Agreement on the National Quality Agenda for Early Childhood Education and Care.

The first stage of the 2014 Review was a public consultation process. The market research firm Woolcott has published a summary of findings from this consultation phase.

The next stage of the 2014 Review involves public consultation on proposed options for changes to the National Quality Framework. These are set out in the Consultation Regulation Impact Statement (RIS), which was released late last week.

The proposed options for change that are considered likely to have the greatest impact on the sector can be grouped into seven headings:
  • Refining the National Quality Standard and assessment and rating process
  • Removing supervisor certificate requirements
  • Expanding the scope of services covered by the NQF
  • Extending some liability to educators
  • Changes to prescribed fees
  • National educator to child ratio for OSHC services
  • Improved oversight of and support within FDC services
